Flat Rate Towing

Today was New Years Day and it was a day after a major storm. I had a flat tire and called for assistance and was told 45 minutes. After 60 minutes I called again, was cut off and told they were swamped and he was on his way. 2 hours after my original call, he arrived. He was prompt and courteous though I had to supply the tools (what if I did not have tools?). He did not have a machine and only took cash. I only had $30 of the $50 and he accepted it. No callback, tools, and debit machine?
